The Action Plan for the International Decade of Indigenous Languages (IDIL 2022 – 2032) in the Russian Federation
In view of the proclaimed International Decade of Indigenous Languages between 2022 and 2032 (IDIL2022-2032) and the presented during the 41st session of the General Conference in November 2021 Global Action Plan of the International Decade of Indigenous Languages, the Russian Federation has worked out the Action Plan for the International Decade of Indigenous Languages (IDIL 2022 – 2032) in the Russian Federation. It has been approved by the Order of the Government of the Russian Federation on 9th February, 2022.
The Action Plan was developed by the Federal Agency for Ethnic Affairs and Indigenous Peoples’ organizations, taking into account the opinions of the National Steering Committee members.
The Action Plan includes a multi-donor funding mechanism and provides for co-operation of many stakeholders in achievement of the goals. Among the major actors are Indigenous Peoples’ organizations, 9 federal ministries, 16 leading federal state institutions of science, education, culture, as well as the Russian Committee of the UNESCO Information for All Programme, nongovernmental organizations (NGOs), industrial companies, state media.
The Action Plan will contribute to education system development, teacher training, conducting scientific research, language technologies development and the digitalization of the cultural heritage of indigenous peoples.
In addition, the Action Plan will help to promote and protect languages and cultures of indigenous peoples and ensure broad access to their linguistic and cultural heritage. In addition, measures are envisaged to improve public administration and interaction with civil society institutions.
The Action Plan consists of 6 sections and 64 action items, which correspond to the key priorities of the Russian Federation in the field of preserving linguistic and cultural diversity and the results of the Regional Consultations for the development of the Global Action Plan of the Decade for Eastern Europe and Central Asia (15-16 March 2021).
The regions of the Russian Federation are recommended to develop and approve Regional Action Plans for making the Decade.
